The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) announced on January 30, 2026 in Washington the designation of Iran’s Interior Minister Eskandar Momeni Kalagari and multiple Islamic Revolutionary Guard Corps (IRGC) and Law Enforcement Forces (LEF) commanders for serious human rights abuses, and named Babak Morteza Zanjani and two UK-registered digital asset exchanges, Zedcex Exchange Ltd. and Zedxion Exchange Ltd., for facilitating sanctions evasion linked to IRGC counterparties.
OFAC says Zedcex processed over $94 billion since 2022 and that these actions block all U.S. property and interests of designated persons, prohibit U.S. transactions with them, and may expose violators to civil or criminal penalties; the designations are made under Executive Orders 13553, 13224 and 13902 and enforcement is subject to U.S. jurisdictional authority.
Treasury Secretary Scott Bessent condemns the regime’s violence and says “Treasury will act,” while OFAC highlights the use of digital assets to evade sanctions and notes GL D‑2 guidance to support Iranian internet access; affected parties must report blocked assets to OFAC and enforcement will proceed consistent with applicable law.
