The European Commission is taking proactive measures to safeguard the integrity of upcoming European elections by imposing regulations on major tech platforms like TikTok, X, and Facebook. These regulations mandate the detection of content generated by artificial intelligence (AI) to combat the spread of misinformation.
To address the threat posed by generative AI and deepfakes, the Commission has initiated a public consultation on proposed election security guidance tailored for Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs). The primary objective of these recommendations is to mitigate the risks associated with AI-generated content and prevent its misuse during electoral processes.
The draft guidance outlines various measures aimed at tackling election-related risks, including proactive risk mitigation strategies before and after electoral campaigns, and clear directives specifically tailored for European Parliament elections. It underscores the potential of generative AI to disseminate false or misleading content about political actors, events, polls, and narratives, thereby emphasizing the need for robust safeguards.
As part of the proposed guidelines, platforms hosting AI-generated content are encouraged to alert users to potential inaccuracies in such content and direct them to authoritative sources of information. Additionally, tech giants are urged to implement measures to prevent the creation and dissemination of misleading content that could influence user behavior.
The draft guidance draws inspiration from recent legislative proposals such as the Artificial Intelligence Act and the Artificial Intelligence Convention, which seek to regulate the deployment and use of AI technologies within the European Union. While the specific timeline for the enforcement of labeling requirements under the EU's Digital Services Act remains unspecified, major platforms like Meta have already announced plans to introduce new guidelines for identifying and labeling AI-generated content across their platforms.
