The U.S. Treasury Department's Financial Crimes Enforcement Network (FinCEN) has issued an alert, urging financial institutions to be vigilant and identify "suspicious activity" associated with the financing of terrorist groups. In this specific notice, FinCEN highlighted that Hamas, a militant organization involved in the recent attack on Israel, has been utilizing various fundraising activities, including those involving virtual currencies and fictitious charities, to raise both fiat and digital currencies to support its operations.
Financial institutions and virtual asset service providers have been cautioned by FinCEN to be on the lookout for any transactions that could potentially be connected to Hamas. They are advised to pay special attention to customers who engage in transactions with businesses in regions linked to Hamas, entities listed on the Office of Foreign Assets Control's Specially Designated Nationals list, and individuals soliciting cryptocurrency donations on social media platforms.
This warning comes on the heels of a proposal by government authorities to designate cryptocurrency mixing services as an area of "major money laundering concern," particularly in relation to terrorism financing. U.S. lawmakers had previously expressed concerns about cryptocurrencies following Hamas attacks, and more than 100 members of Congress called on the Biden administration to take decisive action to combat illegal cryptocurrency activities.
Furthermore, the U.S. Treasury Department has recently added a Gaza-based cryptocurrency operator with alleged ties to Hamas to its list of sanctioned entities. Back in March 2022, FinCEN had issued a similar warning to financial institutions regarding Russian entities attempting to use cryptocurrencies as a means to evade sanctions, shortly after Russia's invasion of Ukraine.
In summary, the FinCEN alert is part of ongoing efforts by U.S. authorities to monitor and combat the potential misuse of cryptocurrencies for illicit purposes, including financing terrorist activities.
