International Bank Of Settlements: What Is It?

The Bank for International Settlements (BIS) is a bank for central banks. The Bank for International Settlements, the first international financial institution, was founded in 1930 and is governed by international law. However, the BIS's role has evolved over the years as it has adapted to the needs of the dynamic global financial community.

How the Bank Operates

For international banking activities, the BIS is in competing directly with other private financial institutions. However, it does not hold current accounts for individuals or governments. Shares in the BIS were once owned by both private and central bank investors. However, in 2000 was decided that the private shareholders should get compensated and that only central banks should be allowed to own the BIS (or equivalent monetary authorities).

The special drawing rights (SDRs), which are a bunch of convertible currencies, are the BIS unit of account. The stored reserves represent about 7% of all the money in existence.

Like any other bank, the BIS aims to provide first-rate services in order to draw in central banks as customers. To provide security, it maintains abundant equity capital and reserves that are diversely invested following risk analysis. By promising to buy back tradable instruments from central banks—many of which have been created especially for their needs—the BIS guarantees liquidity for those institutions. The BIS offers the best rate of return on central bank funds in order to compete with private financial institutions.

The statutes of the BIS are presided over by three bodies: the general meeting of member central banks, the board of directors, and the management of the BIS. At each level, decisions about the BIS's responsibilities are determined via a weighted vote system.
