U.S. commodities regulators have made substantial payouts totaling $16 million to whistleblowers in 2023, with the majority of these cases being related to cryptocurrencies. Christy Goldsmith Romero, a Commissioner at the Commodity Futures Trading Commission (CFTC), disclosed this information on October 31, noting that cryptocurrencies remain a domain rampant with fraud and other illicit activities.
Romero further highlighted that in September, the CFTC awarded two whistleblowers a combined sum of $15 million for their valuable information, leading to successful enforcement actions. The details of the cases, however, were not provided in the statement. Whistleblowers, in Romero's view, play an essential role in combating commodities fraud, as they help identify illicit activities, provide critical evidence, and conserve valuable resources and time for regulatory committees.
Moreover, Romero expressed gratitude for the work done by the CFTC's Office of Customer Education and Outreach, which educates individuals on how to detect, avoid, and report cryptocurrency-related fraud. She noted that as the cryptocurrency market continues to expand, more retail customers fall under the CFTC's jurisdiction. The program, initiated in 2014, has seen the CFTC distribute nearly $350 million to whistleblowers, leading to enforcement actions totaling over $3 billion.
The CFTC has been particularly active in pursuing cases related to cryptocurrencies, with a prominent example being the record $3.4 billion fine imposed in a fraud case involving Digitex in April. Furthermore, in July, the CFTC achieved a legal victory against Digitex's CEO, Adam Todd, who was ordered to pay a substantial $16 million fine. Romero has previously emphasized the significance of effectively managing the risks associated with cryptocurrencies to preserve market integrity, national security, and financial stability. She advocated for the implementation of robust identity verification measures to curb illicit financing within the cryptocurrency space.
