OpenAI, in its commitment to align artificial intelligence (AI) with human values, embarked on a unique initiative by setting up a $1 million grant program. Launched in May 2023, the program aimed to fund 10 experiments, each receiving $100,000, to develop a democratic process for determining the guidelines governing AI systems. This innovative approach sought to establish a "proof-of-concept" for a system that incorporates public opinion in shaping AI rules and behaviors.
In a blog post dated January 16, OpenAI shared insights and developments from the 10 teams involved in the grant program. These teams focused on pioneering democratic technologies, and their efforts have yielded significant lessons. The post highlighted that capturing public opinion is a dynamic process, subject to frequent changes. This insight suggests that AI systems need to adapt and update their understanding of collective values regularly. Additionally, the teams encountered challenges in overcoming the digital divide, which could potentially bias the outcomes due to uneven participant representation.
The process of achieving consensus among diverse groups presented another significant challenge, as demonstrated by the experiences of the Collective Conversation team. They encountered situations where a minority with strong opinions could disrupt the majority's decision, underscoring the difficulty in balancing diverse viewpoints within AI systems. In contrast, the Inclusive.AI team explored various voting mechanisms, discovering that those which acknowledged strong emotional responses and ensured equal participation were perceived as more democratic and fair.
OpenAI's report also touched on the broader implications of AI in governance and policymaking. There is a noticeable apprehension about the role of AI in these areas, with a call for transparency in its applications. However, alongside these concerns, there is an emerging sense of optimism about the potential of AI to enhance governance processes. The realization that AI could bring new efficiencies and insights into policymaking is gaining traction.
Looking forward, OpenAI is committed to incorporating these learnings into its operations. The company plans to establish a new team consisting of researchers and engineers dedicated to developing a system for gathering public input on AI model behavior.
