The United Nations and the Dutch government have jointly revealed their intentions to establish an ethics oversight framework for artificial intelligence (AI). On October 5, a project titled "Regulating Artificial Intelligence by Competent Authorities" was officially launched by the Netherlands Digital Infrastructure Authority and the United Nations Educational, Scientific and Cultural Organization (UNESCO). This initiative aims to gather information concerning the regulatory approaches European countries adopt towards artificial intelligence and data.
Financial backing for this project comes from the European Commission's Technical Support Instrument (TSI). The project's primary objective is to derive a set of "best practice" recommendations from the wealth of information collected.
Gabriela Ramos, the Assistant Director-General for Social and Human Sciences at UNESCO, highlighted that the discourse surrounding AI isn't merely technical but profoundly social. She stressed the importance of establishing effective governance frameworks, rooted in the ethical and moral values that we cherish, to shape the technological evolution of AI.
In addition to formulating best practices, the accumulated information will be instrumental in crafting future training programs aimed at bolstering "institutional capacity" in dealing with AI-related matters.
UNESCO has played a pivotal role in the development of ethical guidelines for artificial intelligence, a significant achievement in November 2021 that garnered unanimous adoption by all member states. These UNESCO initiatives align with the EU Artificial Intelligence Act, which received parliamentary approval in June 2023. This act encompasses comprehensive regulations governing the development of artificial intelligence within the European Union.
Following the parliamentary approval of the AI bill, the European Union has initiated a program to support AI startups in the region, with the aim of expediting their access to supercomputing resources. Furthermore, numerous European countries have been actively exploring strategies for the regulation and advancement of artificial intelligence. For example, on August 25th, Spain unveiled plans and a national strategy geared toward establishing a local artificial intelligence regulator. This endeavor seeks to ensure that the development of artificial intelligence in the country is characterized by inclusivity, sustainability, and a citizen-centric approach.
