Developers of DApps preferred Telos and Wax, which are EOS forks that share the same network, because their costs were lower than those of EOS for resources like RAM, GPU, and bandwidth.

In addition to all the internal problems EOS has faced since its inception, Block.one, the company behind EOS, was fined $24 million by the US Securities and Exchange Commission in 2019 for failing to register the ICO.
